ISO-NE responds to NEPGA’s Second Answer and FirstLight’s comments
FERC accepts in part, and denies in part, Maine OPA’s Jan 31, 2024 formal challenge to the TO’s 2023 Annual Update Informational Filing. Specifically, the FERC directed Eversource (CL&P, NSTAR East, NSTAR West, and PSNH), National Grid, and MEPCO to respond to Maine OPA’s Information Request Questions 1(b)(1) and 1(c)(2), and directed all of the Identified NETOs (Eversource; National Grid; MEPCO; Narragansett ; and VELCO/VTransco) to respond to Question 4, on or before October 19, 2025. In addition, the FERC granted Maine OPA’s request to permit it to supplement its Formal Challenge, as requested, with regard to the prudence of Identified NETOs’ asset condition project costs reflected in the 2023 Annual Update, with such supplement to be filed on or before December 18, 2025.
Also worth noting is Commissioner Chang’s concurrence, which emphasizes stakeholders’ fundamental right to transmission planning and investment information through existing formula rate protocols and encourages transmission owners/planners to proactively share information on transmission projects and planning.
