NEPOOL requests FERC accept the termination of the Participant status of ProGrid Ventures (Supplier Sector) and Palm Energy (AR Sector, LR Sub-Sector)
CL&P files a report identifying planned collection activity related to the recovery of PBOP under Appendix A to Attachment F to the ISO-NE OATT. A report was required to be filed with the FERC because the difference between CL&P’s actual PBOP expense and its fixed PBOP expense exceeded the threshold identified in OATT Attachment F. No changes to the filed rate were sought. The report showed an CL&P over-recovery, after interest, of $173,347. If accepted, the PBOP figures will be used as the basis for refunds in the Eversource TOs’ 2025 Annual Updates.

NECEC files 4th Amendments to the TSAs with Eversource (ER25-254), HQUS (ER25-261), HQUS/Eversource (ER25-257), HQUS/National Grid (ER25-258), National Grid (ER25-255), Unitil (ER25-256) that will fund the construction, operation, and maintenance of the NECEC Project (a new, high-voltage direct current transmission line, capable of delivering 1,200 MW of clean energy from Québec to the New England Control Area) to extend critical milestone dates and to amend the changes to applicable law provisions set forth in the TSAs to account for delays to project development stemming from certain changes in law. The 4th Amendments include a rate increase (an increase from $9.16/kW-mo. to $13.61/kW-mo. in the first year and an increase from $13.35/kW-mo. to $19.82/kW-mo. in the 20th and final year of the TSAs’ term).
FERC issues deficiency letter requesting (i) additional information related to the work papers provided as cost support for the proposed rate schedule and (ii) an explanation of how UI intends to apply the terms and conditions of the WDAT to distribution customers that take service thereunder.

UI requests approval for a Construction Work in Progress (“CWIP”) Incentive and a Abandoned Plant Incentive in connection with its Fairfield to Congress 115kV Railroad Project, eff. Dec 21, 2024. The Project is a transmission line rebuild project in Fairfield, CT and Bridgeport, CT that includes the relocation of transmission lines from 7.3 miles of the existing Connecticut Department of Transportation’s Metro-North Railroad corridor and a rebuild of a 115-kV transmission line along 0.23 miles of existing UI right-of-way to allow interconnection of the rebuilt
facilities with UI’s existing Ash Creek, Resco, Pequonnock, and Congress Street substations. The Project was identified in the March 2023 RSP Asset Condition List as PTF that must be rebuilt or modified due to its condition, age, or physical deterioration to comply with National Electrical Safety Code standards. The Project revenue requirement will be charged to RNS pursuant to Schedule 9 of the ISO-NE Tariff.

Finding that allowing transmission providers to charge transmission customers for a generating facility’s provision of reactive power within the standard power factor range is unjust and unreasonable, the FERC is revising Schedule 2 of its pro forma open-access transmission tariff (OATT), section 9.6.3 of its pro forma large generator interconnection agreement (LGIA), and section 1.8.2 of its pro forma small generator interconnection agreement (SGIA) to prohibit the inclusion in transmission rates of any charges related to the provision of reactive power within the standard power factor range by generating facilities.
