FERC accepts changes to Cold Weather Standards – EOP-011-3 (Emergency Operations) and EOP-012-1 (Extreme Cold Weather Preparedness and Operations), including their associated violation risk factors and violation severity levels, and the newly defined terms Generator Cold Weather Critical Component, Extreme Cold Weather Temperature, and Generator Cold Weather Reliability Event. The FERC directs NERC to (i) develop modifications to address the concerns regarding Requirements R1 and R7, as well as other concerns identified as to other aspects of EOP-012-1; (ii) reduce the proposed implementation time and to include a staggered implementation for Requirement R2 to reduce reliability risks; and (iii) to submit a plan within 12 months on how it will collect and assess, through annual and event-based data submittals, the following elements of Reliability Standard EOP-012-1: (1) generator owner declared constraints and explanations thereof; and (2) the adequacy of the Extreme Cold Weather Temperature definition.

FERC announces a second forum, to be held in Portland, ME on Jun 21, 2023. The purpose of the forum is to continue discussions from the September 8, 2022 forum regarding the electricity and natural gas challenges facing the New England Region. The objective of the forum is to shift from defining electric and natural gas system challenges in the New England Region to discussing potential solutions, including both infrastructure and market-based solutions. A supplemental notice will be issued with further details regarding the forum agenda, as well as any updates on timing and logistics, including registration for members of the public and the nomination process for panelists.
