ISO-NE and NEPOOL jointly file changes to allow Market Participants to submit up to two different MW-dependent fuel prices in their cost-based Reference Levels.  In addition, ISO-NE provided its explanation for why the current market power mitigation provisions addressing the duration of mitigation are just and reasonable and not unduly discriminatory or preferential.
