Glenvale submits post-Forum comments stating: (i) Solar PV and other renewable generators make critical and growing contributions to wintertime fuel and resource adequacy, (ii) out-of-market payments are unnecessary and distortive; resource and fuel adequacy programs should be competitive, and structured to incentivize and reward desired behavior, and (iii) moves to decouple gas and electric markets are desirable.
